There are two ways to measure the strength of your nutrients in solution. The US uses TDS and the rest of the world uses EC. Which one should you use? Whatever the fertilizer that you are using suggests. They are both equally useful. You can debate the merits of each one, but in the end for most of us it is the same idea. The idea is to monitor the overall level of nutrients in your fertilizing solution. As your level of nutrients increases, you should add more plain water. When your level of nutrients fall by 25% (with your reservoir at the full level) then you should empty your reservoir and make a new batch of solution. These are just general guidelines.
