Soon to quit his boring Interpol job to take a cushy position with Eurobank in Paris, middle-aged Treasury agent, Mike Reath, takes on one last assignment. An assassination thrusts him into a probe of IRA gunrunning in Maine. Maine agent, Janice Hanlon, brilliant, attractive, and young, resents Reath's takeover of her case. Sparks fly and working as equal partners, the agents soon develop a mutual respect, and romance blooms. The evidence the agents find doesn't fit the obvious scenario that the arrested IRA suspects are behind this plot. After several murders, car chases, shootouts, and a ticking bomb set to detonate in a crowded public park, Mike and Janice reveal the real enemy. Treasury Headquarters is delighted, Janice effects a reconciliation between Mike and his estranged daughter, Mike passes up the Paris job to stay with the Treasury, and the agents are in love.
